8 more foreign players become Vietnamese citizens

Eight foreign players have just completed all necessary formalities to get Vietnamese citizenship. Therefore they were registered as Vietnamese players for the coming season. All of these 8 players have spent 5 years living in Vietnam.

No restriction on naturalized players


VietNamNet Bridge – One month after the Vietnam Football Federation (VFF) issued a resolution that sets limits on using naturalized players the Ministry of Justice has confirmed that VFF’s rules are illegal.


A dispatch signed by Deputy Minister of Justice Dinh Trung Tung, sent to the VFF, said that VFF’s resolution dated November 18 which stipulates that each club is allowed to use only one foreign player who is granted the Vietnamese citizenship at a time in a match, is at odds with Vietnam’s Constitution, the Nationality Law, the Labour Code and the Law on Physical Training and Sports.

Deputy Minister Tung affirmed that according to the Constitution and a number of other laws, people who have Vietnamese nationality are Vietnamese citizens and all citizens are equal in law.

“The VFF’s regulations have restricted the civil rights. The Ministry of Justice asks the VFF to amend its resolution to fit the current laws,” the dispatch said.

Nguyen Van Toan, vice chief of the Ministry of Justice’s Judicial Administration Department, told VNExpress newspaper that although VFF has the right to make decisions based on its members’ agreements, the regulation restricting the number of naturalized football players is inappropriate.

“Foreign football players who have Vietnamese nationality must be treated equally as all other Vietnamese citizens,” Toan stated.

As it now stands, the rules on using foreign players in the 2010 football season will now not change. Specific regulations for the next football season will be announced on January 1 2010.

The VFF’s regulations on confining the number of naturalized players had been protested by many football clubs, coaches and players. Some foreign players who had been granted Vietnamese citizenship threatened to sue the VFF if the regulation had been implemented.

7 naturalized players plan to take VFF to court


Seven Vietnamese naturalized players including:

Dinh Hoang La and Dinh Hoang Max (Vissai Ninh Binh)
Doan Van Sakda and Doan Van Nirut (HAGL)
Tran Le Martin and Phan Le Isaac (Hoa Phat Ha Noi)
Phan Van Santos (GDT Long An)

are planning to bring the issue to court if VFF decides to make its new V-League rule official. Their lawyers believe the new rule would be a violation of civil rights and they are ready to bring the case to civil court and FIFA as well. However they are still waiting for a response from VFF and always looking to settle down.

If the case happens, VFF will not have much chance to win and Vietnam football could face an international ban from FIFA.

VFF said NO to naturalized players


In a recent interview, Calisto said VFF prevented him from calling up naturalized players for Vietnam national team. He was not satisfied about this, of course. VFF are trying to interfere in his job without making any public statement. This caused some controversy among press and fans.

VFF also planned on promulgating a new rule that limits the number of naturalized players in a club. As this number is rising by every season, some Vietnamese clubs now can field more than 5 foreign players in a match. This is becoming a new problem of V-League. Now let's take a look at these naturalized players and their club:
